Kevin Lau, P.Eng., CP presents Vancouver Building By-law (VBBL) 2025 Edition Updates
Please sign up to join us for our first SFPE-BC Chapter meeting of the year as our presenter will cover an abbreviated presentation based around what’s new to the 2025 VBBL relative to the BCBC, with some small updates related to adaptability and single egress, and recent developments at the City.
On May 20, 2025, Vancouver City Council adopted the 2024 BC Building Code with Vancouver-specific provisions. The VBBL 2025 came into effect on September 15, 2025. The City also released a “Guide to 2025 Vancouver Building By-law (VBBL) Updates” dated September 22, 2025 and a subsequent errata on dated October 9, 2025. In December 2025, the City has also approved additions to the VBBL on new space saving stair design that can be used in buildings up to six storeys in height, which are expected to be enacted at the next City Council meeting (January 20).
This is an excellent opportunity to sharpen your, knowledge and understanding of unique to Vancouver fire protection, occupant safety and accessibility provisions. A short Q+A period will follow the presentation.

Kevin Lau, P.Eng., CP
Kevin is the Manager of Building Policy and a Deputy Chief Building Official at the City of Vancouver where he plays a key role in developing building policy and regulations, and in reviewing alternative solution applications. Prior to joining the City in 2014, Kevin worked as code consultant and fire protection engineer for over 15 years assisting designers and other professionals in developing Code compliant solutions. He has also worked as an Independent Professional for several first nations, universities, and airport authorities to assess code compliance. Kevin actively participates in building code discussions as Vancouver’s representative to BOABC’s BC Building Code Interpretation. He also instructs part-time at BCIT in the School of Construction and the Environment.
